NATO member states have agreed on a draft declaration for the upcoming summit, setting a target of reaching 5% of GDP for annual defense and security spending by 2035, after overcoming opposition from Spain.

The document has already received the approval of all 32 Alliance countries, but will only become official once it is adopted by heads of state and government, including US President Donald Trump, at the summit in The Hague. It will take place on Wednesday, June 25. Only Spain has struck a deal that exempts it from the requirement.

Several diplomats said that during the meeting, the Alliance will announce a commitment for allies to reach 3.5% of GDP for core military needs in the next decade, as well as to allocate 1.5% for a broader category of "defense spending" that includes infrastructure and cybersecurity. | BGNES
